In fact, today they are operating under a very different rulebook.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Online Safety Act (OSA) has moved from legislation into active enforcement, age assurance has become a legal duty, and fraud built on fake profiles and AI-generated content is climbing year over year.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">None of this is limited to companies headquartered in the UK \u2013 the OSA applies to in-scope services with UK users even when the provider is based outside the country.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This article examines the main compliance pressures affecting dating platforms serving UK users, including child safety, fake identities, romance fraud, illegal content, privacy, and the practical controls companies should prioritize now.<\/p>\n\n\n\n<h2 id=\"h-what-s-changed-for-dating-platforms-in-the-uk\" class=\"wp-block-heading\">What&#8217;s Changed for Dating Platforms in the UK?<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">The biggest change is that dating and social discovery services in the UK are now on the regulatory radar.\u00a0<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The\u00a0<a href=\"https:\/\/www.legislation.gov.uk\/ukpga\/2023\/50\/notes\/division\/2\/index.htm\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">Online Safety Act 2023<\/a>\u00a0gives\u00a0<a href=\"https:\/\/ondato.com\/blog\/ofcom-age-assurance\/\" target=\"_blank\" rel=\"noreferrer noopener\">Ofcom<\/a>\u00a0powers over any \u00abuser-to-user\u00bb service with links to the UK, including apps where people build profiles, message each other, and get matched with strangers.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In May 2026, Ofcom went further and published\u00a0<a href=\"https:\/\/www.ofcom.org.uk\/online-safety\/illegal-and-harmful-content\/dating-and-social-discovery-know-the-online-safety-risks-rules-and-how-to-comply\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">guidance written specifically for the dating industry<\/a>, naming romance fraud, intimate image abuse, harassment, stalking, and grooming as risks the sector faces more than most.\u00a0<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Ofcom expects <a href=\"https:\/\/ondato.com\/industries\/online-dating-platforms\/\" data-type=\"link\" data-id=\"https:\/\/ondato.com\/industries\/online-dating-platforms\/\" target=\"_blank\" rel=\"noreferrer noopener\">online dating platforms<\/a> to:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>assess their exposure to 17 categories of illegal content,\u00a0<\/li>\n\n\n\n<li>conduct a children\u2019s access assessment,\u00a0<\/li>\n\n\n\n<li>complete a children\u2019s risk assessment where applicable,\u00a0<\/li>\n\n\n\n<li>maintain records showing how risks are being controlled.\u00a0<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">Basic expectations include understandable terms, an accessible reporting mechanism, as well as the ability to review and remove content quickly when there is reason to believe it is illegal.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">All this means that dating platforms are no longer being regulated by analogy to social media \u2013 instead, they&#8217;re being assessed on their own risk profile.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">And enforcement has followed pretty quickly.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Ofcom&#8217;s\u00a0<a href=\"https:\/\/www.ofcom.org.uk\/online-safety\/illegal-and-harmful-content\/online-safety-industry-bulletins\/online-safety-industry-bulletin-march-2026\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">industry bulletins<\/a>\u00a0show fines already landing on platforms that failed to implement effective age checks, including a \u00a31.35 million penalty plus daily fines against one adult platform, and an \u00a3800,000 fine against another, alongside an active investigation into a pornography platform operator.\u00a0<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Ofcom has started with the clearest, most measurable failures, such as no age checks, no risk assessment, and no response to a legal request. For example, a file-sharing service and an online forum have also recently been fined for failing to respond to information requests or to remove illegal content.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">At the same time, the\u00a0<a href=\"https:\/\/ico.org.uk\/about-the-ico\/what-we-do\/background-to-the-children-s-code\/\">Information Commissioner&#8217;s Office <\/a><a href=\"https:\/\/ico.org.uk\/about-the-ico\/what-we-do\/background-to-the-children-s-code\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">(<\/a><a href=\"https:\/\/ico.org.uk\/about-the-ico\/what-we-do\/background-to-the-children-s-code\/\">ICO)<\/a>\u00a0is enforcing its own overlapping rules on children&#8217;s data and age assurance through the\u00a0<a href=\"https:\/\/ondato.com\/blog\/uk-age-appropriate-design-code\/\" target=\"_blank\" rel=\"noreferrer noopener\">Children&#8217;s Code<\/a>, meaning platforms now answer to two regulators covering related ground: one on safety, one on data protection.\u00a0<\/p>\n\n\n\n<h2 id=\"h-the-biggest-compliance-challenges-for-uk-dating-platforms\" class=\"wp-block-heading\">The Biggest Compliance Challenges for UK Dating Platforms<\/h2>\n\n\n\n<figure class=\"wp-block-image size-large\"><img loading=\"lazy\" decoding=\"async\" width=\"1024\" height=\"576\" src=\"https:\/\/ondato.com\/wp-content\/uploads\/2026\/08\/v1_2026-08_Dating-compliance-UK_Featured-1024x576.webp\" alt=\"Compliance Challenges for UK Dating Platforms\nAge Assurance &amp; Child Safety\nFake &amp; AI-generated Identities\nRomance Fraud &amp; Repeat Offenders\nOnline Safety &amp; Illegal Content\nVerification, Privacy &amp; User Experience\n\" class=\"wp-image-160835\" srcset=\"https:\/\/ondato.com\/wp-content\/uploads\/2026\/08\/v1_2026-08_Dating-compliance-UK_Featured-1024x576.webp 1024w, https:\/\/ondato.com\/wp-content\/uploads\/2026\/08\/v1_2026-08_Dating-compliance-UK_Featured-300x169.webp 300w, https:\/\/ondato.com\/wp-content\/uploads\/2026\/08\/v1_2026-08_Dating-compliance-UK_Featured-768x432.webp 768w, https:\/\/ondato.com\/wp-content\/uploads\/2026\/08\/v1_2026-08_Dating-compliance-UK_Featured.webp 1340w\" sizes=\"auto, (max-width: 1024px) 100vw, 1024px\" \/><\/figure>\n\n\n\n<h3 class=\"wp-block-heading\">Age Assurance and Child Safety<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">Under the Online Safety Act, any dating platform that allows pornographic content, including content that users share with each other in private messages, not just public profiles, must put \u00abhighly effective\u00bb <a href=\"https:\/\/ondato.com\/blog\/ofcom-age-assurance\/\" data-type=\"link\" data-id=\"https:\/\/ondato.com\/blog\/ofcom-age-assurance\/\">age <\/a><a href=\"https:\/\/ondato.com\/blog\/ofcom-age-assurance\/\" data-type=\"link\" data-id=\"https:\/\/ondato.com\/blog\/ofcom-age-assurance\/\" target=\"_blank\" rel=\"noreferrer noopener\">assurance<\/a> in place to stop under-18s from accessing it.\u00a0<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This applies to the message inbox as much as the public feed, which surprises some platforms that assumed age assurance checks were only about the sign-up screen.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Ofcom\u2019s\u00a0<a href=\"https:\/\/www.ofcom.org.uk\/online-safety\/protecting-children\/use-of-age-assurance-report-2026\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">2026 age assurance report\u00a0<\/a>also stresses that no single method can eliminate circumvention and points to layered protections, regular due diligence on external age assurance providers, and continued responsibility for the regulated dating service, even when a check is outsourced.\u00a0<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Put simply, an\u00a0<a href=\"https:\/\/ondato.com\/blog\/online-dating-verification\/\" target=\"_blank\" rel=\"noreferrer noopener\">online dating<\/a>\u00a0platform that permits users to exchange sexual images should be able to:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Verify that the user is an adult before displaying explicit material.<\/li>\n\n\n\n<li>Prevent the material from appearing during the verification process.<\/li>\n\n\n\n<li>Offer an alternative method when the primary check fails.<\/li>\n\n\n\n<li>Provide a way to challenge an incorrect result.<\/li>\n\n\n\n<li>Retain only the data needed to demonstrate the outcome.<\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading\">Fake and AI-generated Identities<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">Fake accounts are no longer limited to stolen photographs and stolen profile descriptions. Today, generative AI has made it cheap to produce convincing fake profiles that consist of a synthetic face, plausible audio and video, and even a bio or backstory that holds up after a few messages.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">More than\u00a0<strong>242,000<\/strong>\u00a0identity fraud cases were recorded in 2025 by\u00a0<a href=\"https:\/\/www.fraudscape.co.uk\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">Cifas, the UK\u2019s fraud prevention service<\/a>, which admitted that AI and generative tools are increasingly enabling \u00abconvincing impersonations, fake documents and synthetic identities\u00bb at a scale that older manual checks weren&#8217;t built to catch.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A dating fraudster no longer needs to steal someone&#8217;s photos from social media. They can generate a face that doesn&#8217;t belong to anyone, pass a basic liveness check with a manipulated image or video, and start building trust with multiple victims at once. Such fake profiles are commonly referred to as \u201ccatfishing\u201d \u2013 an action that usually precedes romance fraud and\u00a0<a href=\"https:\/\/www.linkedin.com\/pulse\/why-internet-we-built-failing-our-children-how-single-gavin-nj2ee\/\" target=\"_blank\" rel=\"noreferrer noopener\">sextortion<\/a>.\u00a0<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Here are a few signals worth paying attention to when trying to detect fraudulent dating accounts:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Whether profile images have been reused across multiple accounts.<\/li>\n\n\n\n<li>Whether the same device, phone number, or other identifier is linked to previously removed accounts.<\/li>\n\n\n\n<li>Unusually high messaging volumes or repeated scripts.<\/li>\n\n\n\n<li>Attempts to move many conversations off the platform immediately.<\/li>\n\n\n\n<li>Inconsistencies between profile information, location, and account behavior.<\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading\">Romance Fraud and Repeat Offenders<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">Risk regulators most often associate romance fraud with dating platforms, and the numbers back that up:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Victims in the UK filed 12,348 romance fraud reports between April 2025 and March 2026, losing <strong>\u00a3116 million<\/strong>, which is more than \u00a313,000 an hour, according to the\u00a0<a href=\"https:\/\/www.nationalcrimeagency.gov.uk\/news\/campaign-to-protect-viewers-from-romance-fraud-launched-by-national-crime-agency-and-freeview-channel-great-romance\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">National Crime Agency<\/a>.\u00a0<\/li>\n\n\n\n<li>Over half of the victims were aged 50 or older, with the highest concentration among people in their 60s.\u00a0<\/li>\n\n\n\n<li>Romance fraud losses reported through the banking sector rose 23% to \u00a339.2 million,\u00a0<a href=\"https:\/\/www.ukfinance.org.uk\/news-and-insight\/press-release\/fraud-report-2026-press-release\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">UK Finance<\/a>\u00a0reports.<\/li>\n\n\n\n<li>29% of adult internet users have experienced a romance or dating scam, with 6% encountering fraud specifically on a dating website or app,\u00a0<a href=\"https:\/\/www.ofcom.org.uk\/online-safety\/illegal-and-harmful-content\/dating-and-social-discovery-know-the-online-safety-risks-rules-and-how-to-comply\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">Ofcom<\/a>\u00a0states.\u00a0<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">One detail that matters for compliance design: romance fraud rarely happens in a single session. Offenders spend weeks or months building a relationship before ever asking for money, and many are repeat offenders who simply create a new profile after being reported and banned.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A dating platform that only checks identity once, at sign-up, and never again, will keep letting the same person back in under a new name. So, to catch this, you need to look at patterns across accounts, like shared devices, payment details, or behavior, not just verify who someone claims to be on day one.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In other words, you need to examine the entire relationship journey, not just account registration. Intervention points can include:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>High-volume or highly repetitive outreach.<\/li>\n\n\n\n<li>Rapid requests to exchange phone numbers or leave the platform.<\/li>\n\n\n\n<li>References to money, investments, cryptocurrency, gift cards, or urgent financial help.<\/li>\n\n\n\n<li>Reports from multiple unconnected users.<\/li>\n\n\n\n<li>Connections to accounts previously removed for fraud.<\/li>\n\n\n\n<li>Attempts to re-register using slightly changed details.<\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading\">Online Safety and Illegal Content<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">Romance fraud isn&#8217;t the only illegal-content risk Ofcom expects dating platforms to assess.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Ofcom\u2019s\u00a0<a href=\"https:\/\/www.ofcom.org.uk\/siteassets\/resources\/documents\/online-safety\/information-for-industry\/illegal-harms\/register-of-risks.pdf?v=419942\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">Register of Risks<\/a>\u00a0requires providers to consider 17 categories of illegal content, and dating services are specifically flagged for intimate image abuse and sextortion. Ofcom also singles out harassment, stalking, and grooming as material risks for dating and social discovery platforms.\u00a0<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Cyberflashing \u2013 the unsolicited sending of sexual images \u2013 has also been upgraded to a priority offense under the\u00a0<a href=\"https:\/\/www.ofcom.org.uk\/online-safety\/illegal-and-harmful-content\/roadmap-to-regulation\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">Online Safety Act framework<\/a>.\u00a0<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p class=\"wp-block-paragraph\"><em>In 11% of sextortion cases involving young people, the perpetrator first made contact through a dating service.\u00a0<\/em><a href=\"https:\/\/www.thorn.org\/wp-content\/uploads\/2016\/08\/Sextortion_Report.pdf\" target=\"_blank\" rel=\"noreferrer noopener nofollow\"><em>Source<\/em><\/a><\/p>\n<\/blockquote>\n\n\n\n<p class=\"wp-block-paragraph\">Online dating platforms, therefore, must categorize incident reports in order to distinguish between:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>An unwanted message<\/li>\n\n\n\n<li>An unsolicited sexual image<\/li>\n\n\n\n<li>A threat to publish an intimate photograph<\/li>\n\n\n\n<li>Suspected grooming<\/li>\n\n\n\n<li>A request for money<\/li>\n\n\n\n<li>Immediate physical danger<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">Such categorization affects response time, evidence preservation, user support, account enforcement, and possible escalation.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Since\u00a0<a href=\"https:\/\/www.ofcom.org.uk\/online-safety\/illegal-and-harmful-content\/online-safety-industry-bulletins\/online-safety-industry-bulletin-march-2026\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">April 7, 2026<\/a>, regulated user-to-user services have also been required to report detected and previously unreported child sexual exploitation and abuse content to the National Crime Agency, subject to the applicable UK-link and duplicate-reporting rules.\u00a0<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Platforms, therefore, need a defined process covering detection, internal escalation, reporting, recordkeeping, and staff access to sensitive material.&nbsp;<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Verification, Privacy, and User Experience<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">The hardest balance in this space is doing enough verification to be safe without doing so much that you breach data protection law or drive users away.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The ICO&#8217;s own\u00a0<a href=\"https:\/\/ico.org.uk\/about-the-ico\/what-we-do\/information-commissioners-opinions\/age-assurance-for-the-children-s-code\/6-expectations-for-age-assurance-and-data-protection-compliance\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">guidance on age assurance<\/a>\u00a0makes the point directly \u2013 asking to see a passport is often excessive when a lighter-touch method would do the job. In many cases, the ICO says, a platform only needs to record a \u00abyes\u00bb or \u00abno\u00bb that someone meets the age threshold and not store the document that proves the age.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Get this wrong and the exposure is real on both sides:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Under\u00a0<a href=\"https:\/\/www.legislation.gov.uk\/ukpga\/2023\/50\/schedule\/13\/paragraph\/5\/enacted?view=plain\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">the Online Safety Act<\/a>,\u00a0the maximum penalty is\u00a0<strong>\u00a318 million<\/strong>\u00a0or\u00a0<strong>10%<\/strong>\u00a0of qualifying worldwide revenue, whichever is greater.\u00a0<\/li>\n\n\n\n<li>Under the\u00a0<a href=\"https:\/\/ico.org.uk\/about-the-ico\/our-information\/policies-and-procedures\/data-protection-fining-guidance\/statutory-background\/the-maximum-amount-of-a-fine-under-uk-gdpr-and-dpa-2018\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">UK GDPR<\/a>, the\u00a0ICO can impose a separate fine of up to\u00a0<strong>\u00a317.5 million<\/strong>\u00a0or\u00a0<strong>4%<\/strong>\u00a0of global turnover\u00a0for serious data protection breaches.\u00a0<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">This means that a platform can, in theory, be fined by both regulators for the same underlying failure \u2013 over-collecting age or ID data while also failing to keep users safe.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">What Should Dating Platforms Prioritize Now?<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Refresh risk assessments around the user journey.<\/strong>&nbsp;Map risks across registration, profile creation, discovery, matching, messaging, image sharing, video, reporting, blocking, account removal, and re-registration. Assign owners, control evidence, performance metrics, and review dates to each material risk.<strong><\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Treat online safety and data protection as one compliance program.<\/strong>\u00a0Age assurance sits at the intersection of the Online Safety Act and the UK GDPR. Reviewing it only through one lens, whether that&#8217;s a safety team or a privacy team, tends to leave the other exposed.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Match the verification method to the actual risk, not the maximum available check.<\/strong>&nbsp;A platform that permits pornographic content needs a stronger age-assurance method than one that doesn&#8217;t. Document that reasoning, because both Ofcom and the ICO expect a risk-based, proportionate approach, not a blanket policy.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Introduce step-up controls.&nbsp;<\/strong>Apply additional checks when risk changes rather than placing maximum friction in front of every user.<strong>&nbsp;<\/strong>A new account browsing profiles may require relatively little assurance. An account that sends hundreds of messages, exchanges explicit media, repeatedly changes identity details, or receives fraud reports may warrant stronger verification or review.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Build verification that follows the user past sign-up.<\/strong>&nbsp;Since romance fraud and repeat offending unfold over time and across recreated accounts, one-time identity checks aren&#8217;t enough. Look for signals that link banned accounts to new ones, such as shared devices, payment details, or behavioral patterns, rather than relying solely on a fresh ID check at registration.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Close the repeat-offender loop.&nbsp;<\/strong>Connect moderation decisions to re-registration controls. Platforms should be able to identify related accounts using proportionate and lawfully processed signals, while distinguishing offenders from victims whose accounts were taken over.<strong>&nbsp;<\/strong>False-positive management is essential. Users need clear notices, review procedures, and meaningful appeals.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Make reporting and takedown genuinely fast.<\/strong>&nbsp;&nbsp;Clear terms, an easy reporting tool, quick review of flagged content are Ofcom&#8217;s baseline measures that set the minimum bar, and they&#8217;re also what regulators check first when something goes wrong.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Keep risk assessments current, not just completed.<\/strong>&nbsp;Ofcom expects illegal content and children&#8217;s risk assessments to be reviewed at least annually and after any significant product change, with records ready to produce on request.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Prepare for the CSEA reporting duty.<\/strong>&nbsp;From 7 April 2026, in-scope services must report detected child sexual exploitation and abuse content to the National Crime Agency. If your platform hasn&#8217;t registered with the NCA&#8217;s reporting portal yet, this is a near-term action item, not a future one.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">To sum up, when evaluating a compliance solution, dating companies should look beyond a single verification result.
